Representative Work:

Wrangell Comprehensive Plan (2009-2010)
Sheinberg Associates is currently assisting the City and Borough of Wrangell in preparing its first Comprehensive Plan for the new borough and updating the zoning code and map. We worked with the Planning Commission and Borough staff to compile current information about infrastructure, economic development, transportation, land use, and public facilities and services. A community opinion survey, two town meetings and several work sessions were used to gather public input. The planning team also held meetings in five remote communities to discuss zoning and future growth maps and followed up by mailing a newsletter and questionnaire to each property owner. A draft plan is now being developed that will review existing conditions, project future community needs and suggest policies and actions. Current land use maps, ownership, zoning and future growth maps have also been created as part of this project.

Skagway Comprehensive Plan (2009)
Guide a 17-member steering committee,municipal staff, elected officials and public to update the Skagway Comprehensive Plan.  This plan assesses 10-15 year capacity and needs and establishes direction for land use, economic development, transportation, municipal services, housing, and other issues.  The process includes lively town meetings, a Community Opinion Survey for adults and another for teens, a field survey of housing and land use, tackling the affordable housing issue in town, and more.

Klawock Heenya Corporation Land Management Plan (2008)
Assist Klawock Heenya Corporation staff and Board of Directors to consider development and land options, identify priorities, and prepare plan documenting desired growth and land actions.

Kake Tribal Corporation Land Management Plan (2008)
Assist Kake Tribal Corporation staff and Board of Directors to consider development and land options, identify priorities, and prepare plan documenting desired growth and land actions.

Coastal Management Plans, 5 cities (2006)
Assist City and Borough of Yakutat, City of Skagway, Haines Borough, City of Pelican, and City of Hoonah to revise and update their coastal management plans to adhere to new regulations. Work included updating resource inventory, analysis and maps, as well as conducting public meetings.  All plans are now approved by state and federal government.

Yakutat Comprehensive Plan (2006)
Partial update to City and Borough of Yakutat Comprehensive Plan, including conduct a land and housing supply and demand study, and research, design and conduct a Community Opinion Survey.

Subport Area Revitalization Plan (2003)
Create economically viable and redevelopment strategies for a 23 acre parcel of downtown Juneau waterfront.  Work with the Alaska Mental Health Land Trust Office landowner and neighboring “cooperators”/property owners, including the USCG, NOAA, National Guard, State of Alaska Dept. of Administration, Goldbelt Corporation, Alaska Land and Pier Company, and the City and Borough of Juneau.  Project products include a property inventory, identification of development assets and constraints, criteria to review redevelopment options, and two economically viable redevelopment schemes (including drawings).  Sheinberg reached out to a very broad set of interests and views when developing the Plan to help ensure that it brought landowners and the broader community together to “rally” around a mutually acceptable concept. 
Phase II was a public involvement process culminating incorporation into the Juneau Waterfront Plan, paving the way for capital improvement project funding, permitting, and private sector development.

Yakutat Comprehensive Plan (2003)
Create new section for Yakutat Comprehensive Plan to add annexed land from Icy Bay to Cape Suckling. Includes research, data gathering and supervision to create an ArcView GIS data and mapping system for the Borough. Topics covered are resource inventory, transportation, land use, and land policy.

University of Alaska Office of Land Management (2002)  
Subcontractor to RISE Alaska to assist in analyzing the organization and financial management of the University’s Land Office to prepare a revised 5 year strategic plan. Sheinberg’s role was to provide expertise in organization and management of public trust agencies, land management and planning.

Haines Public Use and Access Plan (2001)
Work with City of Haines staff, Council, planning commission residents to identify future public access and use of coastal areas and develop series of recommended improvements (and funding options) to enhance such use. 

West Douglas Island Conceptual Plan (1997)
Future waterfront growth in Juneau is anticipated for West Douglas Island, a beautifully situated deep-water shoreline ten miles from downtown Juneau.  Sheinberg Associates (as planning consultant to MRV Architects) helped craft the West Douglas Conceptual Plan in 1997.  Prepared for Goldbelt Inc. and the City and Borough of Juneau, the conceptual plan provides a land use and economic analysis and development recommendations for the 5,100 acres of property along an eight-mile shoreline.  The West Douglas master plan uses “smart-growth” concepts to recommend clustered development “nodes” that mix development with retention of natural environment and values.

Mendenhall Watershed Partnership (2000)
Seek stakeholders, provide staff support, and facilitate meetings for three-years of a citizen-led watershed management, stream restoration and pollution reduction effort for the Mendenhall River watershed, Juneau. 

Skagway Comprehensive Plan (1999)
Prepare City of Skagway Comprehensive Plan and revise Land Use Code to address select visitor-industry related impacts.  Design Community Opinion Survey.

Pelican Comprehensive Plan (1998)
Help the community of Pelican, Alaska develop its first Comprehensive Plan in 1998.  Issues included community response to the structural changes in the fishing industry —   particularly the advent of Individual Fishing Quotas, the recent purchase of the community's seafood processing plant (the largest employer and tax payer) by Kake Tribal Council, the need to lower transportation costs, and determining how much and what types of tourism and recreation uses the community desired.  Sheinberg helped the community address, plan for, and act on these difficult resource issues.  The public involvement process included a community “visioning” exercise, a Community Opinion Survey and consensus building forums.  These “tools” helped reach and build community consensus and prepare plan policies.

Kootznoowoo Corporation/City of Angoon14(c) 3 Land Plan (1997)
Work with Kootznoowoo and City of Angoon to identify mutually acceptable 14c3 land conveyances and prepare land use plan.

Switzer Creek Area Master Plan (1997)
Subcontract to R&M Engineering on CBJ project to evaluate development potential and feasibility for 750 acre parcel of undeveloped land near Switzer Creek, Juneau.  Prepare Master Development Plan with land use recommendations.

State Department of Community and Regional Affairs (1997)   
Team with Behnke Associates to assess rural coastal district's problems with Alaska Coastal Management Program treatment of subsistence.

Dyea Flats Land Management Plan (1996)
Facilitate process with multiple stakeholders and prepare a City of Skagway Land Management Plan for the Dyea Flats area.  This assisted the City of Skagway with its municipal land selections. Final plan and process was successful in convincing state DNR to give the City of Skagway the Dyea Flats as part of its municipal land entitlement.

Skagway Port and River Area Plans (1991, 1993)
Complete a coastal management/land use plan for the Port of Skagway and Skagway River.  Project included extensive public involvement and close work with City Manager and Council, private land and business owners and others.  Other work included revising Skagway Zoning Code, creating a waterfront zoning district, and completing a major rezoning of the waterfront, commercial and residential areas.
