We also regularly write portions or complete environmental documents (NEPA) as part of larger team efforts.  

 

Representative Work:

Obtain West Glacier Estates Planned Unit Development (PUD) Permit (2006)
Prepare successful application, represent land partnership and complete process to obtain City and Borough of Juneau preliminary plan and subdivision approval for West Glacier Estates72-unit residential development.

Juneau Zoning Code Changes (2006)
Assist Goldbelt Corporation develop recommendations for the Juneau Community Development Department, as part of the Juneau Comprehensive Plan and Zoning Code Update. Included revisions for “New Growth Areas” and related land use code.

Assess Land Use Compliance, Issues (2006)
Site visit, code review, research and work with neighboring property owners to determine compliance with CBJ land use code and options for a desired property subdivision. 

Applications for Moraine Edge Planned Unit Development (PUD) Permit (2005)
Prepare successful application for Juneau Moraine Edge PUD preliminary plan and subdivision approval. Also prepare Surface Drainage Plan and other EPA/DEC permit applications.

Sunny Point Intersections Improvement Environmental Assessment (2005) 
Subcontractor to R&M Engineering on an Alaska Dept of Transportation and Public Facilities contract. Sheinberg Associates was primary author for Environmental Assessment (EA), permit applications and Finding of No Significant Impact (FONSI) for major DOT&PF highway project in Juneau, Alaska.  Permits included Corps of Engineers (Section 404 and Section 10), Alaska Department of Natural Resources (Title 41) for construction in anadromous fish streams, and Alaska Department of Fish and Game Special Use Permit for construction in Mendenhall Wetlands State Game Refuge.  Sheinberg Associates coordinated public and agency involvement, including facilitation of scoping meetings, EA hearing, and series of public meetings focused on noise and visual impacts.

Obtain CBJ Permits for Cell Towers (2004)
Obtain a Conditional Use (CU) permit from the City and Borough of Juneau (CBJ) for installation of a Cellular One monopole on Trinity Drive, for Chatham Electric.

Petersburg Airport East Apron Expansion Project (2003)
Primary author for Environmental Assessment (EA), permit applications and Finding of No Significant Impact (FONSI) for expansion of the City of Petersburg Airport apron to accommodate an additional jet aircraft to increase air freight capacity.  Sheinberg Associates coordinated public and agency involvement, including scoping meetings. Subcontractor to R&M Engineering.

Create a Juneau “Mixed-Use Waterfront” Zoning District (2003)
On behalf of the Alaska Mental Health Trust (downtown waterfront landowner), develop and propose a new Juneau zoning district, “Mixed Use Waterfront” and a Table of Permissible Uses amendment, as part of tool package to implement Subport Area Master Plan.

Environmental Assessment - Lake Dorothy Hydroelectric Project (2000, 1996)
As contractor to Alaska Electric Light and Power, prepare Land Use, Tourism, Recreation and Socioeconomics portions of an Environmental Assessment for the Lake Dorothy Hydro project. Later, update these sections.

Skagway Zoning Code Revision (1999)
Prepare City of Skagway Comprehensive Plan and revise Land Use Code to address select visitor-industry related impacts.  Design Community Opinion Survey.

Seek Adoption of Echo Cove Master Plan (1998)
Prepare detailed recommendation for Goldbelt Corporation and work with City and Borough of Juneau to assist in obtaining approval of Echo Cove Master Plan.

Seek Adoption of Echo Cove Master Plan (1998)
Prepare detailed recommendation for Goldbelt Corporation and work with City and Borough of Juneau to assist in obtaining approval of Echo Cove Master Plan.

Obtain Juneau Sand and Gravel Pit Permit (1997)
Prepare Conditional Use Permit application for sand and gravel operation, assist in obtaining permit approval by City and Borough of Juneau.

Create Hoonah Land Use (Zoning) Code and Map (1996)    
Assist City of Hoonah to revise and update Hoonah Coastal Management Plan and create its initial Land Use Ordinance/zoning system.  Supervise extensive mapping contract.  Prepare Overall Economic Development Plan.

Juneau Access Environmental Impact Statement (1995)
Subcontractor to FPE Roen/Lochner team that prepared a draft Environmental Impact Statement (EIS) for the Juneau Access project (for Alaska DOTPF).  Sheinberg responsibilities land use and socio-economics Technical Reports on Land Use; Coastal Management; Recreation, Sport Fishing and Hunting; Mining; Quality of Life and Relocation.

Obtain Seafood Plant Permits (1991)
Coordinate Westward Seafood's receipt of an EPA NPDES permit, a DEC 401 certification and DNR Right-of-Way permit for a new seafood processing facility in Dutch Harbor, Alaska.  Also assist in acquisition of air quality PSD permit.  Satisfying all regulatory and permitting requirements required coordination among Westward personnel, and staff from state DEC, DGC, DFG, DNR, federal EPA, Corps, a technical contractor, the City of Unalaska and the Aleutians West Coastal Resource Service Area District.
 
Seafood Plant Plan Review (1991)    
Review and comment upon two developing plans to protect interests of the shore-based seafood processing industry in Unalaska (Westward Seafoods, UniSea, Alyeska Seafoods).  The plans were the Aleutians West Coastal Management Plan and City of Unalaska Harbor/Port Plan.
